Why is water wet? | Notes and explanations

H2O isn't wet because it is a liquid that wets things. Once anything come into contact with H2O, that thing become wet. Until then water is liquid and thing is dry.

“wet is a description of things that liquid touches. A shirt can get wet, but the water itself is not wet. Anything in contact with water is thus wet, but water itself cannot be deemed as 'wet

But at molecular level,
A single water molecule saturates all the other molecules around it; therefore, water can itself be wet, just like oxygen can bond to itself.

So in physics and chemistry there are contradictions about this question.

Dry water actually consists of 95% liquid water, but the silica coating prevents the water droplets from combining and turning back into a bulk liquid. The result is a white powder that looks very similar to table salt. It is also more commonly known among researchers as empty water.
